However, the Terms of Reference required only the first two questions /issues to be dealt with by the Human Resources Subcommittee: whether evidence was received of any connection between the named women and Equal Education and whether evidence other than rumour was received of any connection between Isaacs and these named women. Only once these tasks were affirmatively completed and answered would the issue of sexual harassment be considered. Achmat’s contribution became moot.
