a. No complaints or evidence have been produced to support the existence of any complaints of sexual harassment or related misconduct on the part of Mr Doron Isaacs. The EE Terms of Reference allowed for complainants to request that their own identity remain confidential40, that the proceedings of the Panel would not be open to the general public or to members or EE other than those giving evidence41 and that every person involved in the functions of this Enquiry was obliged to preserve the confidentiality of the proceedings42. Thus, from the outset, confidentiality from the public was one of the principles of this investigation. And the Panel took the view that this was correctly so. Throughout this process, neither this Panel nor attorneys CTH have disclosed any information given to us in confidence or upon terms which have required us to work in a partially confidential and partially disclosing fashion.
