Today, we live in an India where we are told what we can and cannot eat, what we can and cannot watch, what we can and cannot speak about, and who we can or cannot marry. But such numbers tell only part of the story. Many pollutants that the U.S. Environmental Protection Agency regulates cause problems only when people are exposed for months to years. 8. The Terms of Reference have granted to this Panel the power to regulate its own proceedings in order to fulfill its functions.
