135. The first difficulty for this Panel was that Brenco supra concerned only the first part of a two-stage process. What was under consideration by the court was only the preliminary investigative stage which would thereafter be followed by an enquiry. However, this Panel is not engaged in a two-stage disciplinary hearing as provided for in EE’s own manual.
