Accordingly, when I sent out my draft Report to each member of the Panel on the night of Sunday 28th October, I made it clear that I wrote in the first person so that it would not be thought that I spoke or expressed the views of each of the three member Panel. I made it clear that the other two members of the Panel could, obviously, make changes thereto. If there were issues on which we not in agreement, then I suggested that the other two members of the Panel could write their own portions of or an entire Report.
